Description	The information contained on the ROS covers effective registrations of domestic business and foreign government securites under the US Securities Act of 1933. Date coverage is from 1970 to 1989. The information is current at the time the registration statement became effective and the only posteffective notation made is when the entire amount registered is withdrawn (Variable 58). Data on registrations for immediate cash sale are therefore referred to as cash offerings instead of cash sales because issues which are not sold by underwriters on a firm committment basis may not be entirely sold to investors and the issuer does not receive the full net proceeds referred to in the prospectus. The amount of unsold securities are normally deregistered in due course but are not reflected in the data. In the case of some agency and direct offerings, if the minimum amount needed to be raised and shown in the prospectus was not achieved, the entire registration statement would subsequently be withdrawn and the date of this withdrawal would appear (Variable 58).
