The study was conducted by Mark W. Graesser for the Survey Research Centre, at York University's Institute for Behavioural Research. The data was distributed by the Institute's Data Bank.
The data was collected through personal interviews of a stratified two-stage probability sample of eligible voters in the province of Newfoundland excluding Labrador, Cornerbrook, and the St. John's Census Metropolitan Area.
The study was designed to provide information on the degree to which the attitudes of ordinary citizens of Newfoundland limit the successful operation of municipal government, as well as the degree to which they indicate opportunities for improved municipal government.
Variable categories include: respondent's orientation to the community, including previous places of residence; service levels of public services such as water, sewers, roads, etc.; regulations, and community problems; social participation and leadership; political interest, activity, and knowledge; views on establishing town councils in unincorporated places; evaluation and knowledge of town council, community council, or Local Improvement District in incorporated places; council election and meeting procedure; universal and regional local government; general views on community politics; political efficacy and trust in provincial government; attention to news; travel; employment status; occupation; relation to head of household; head's employment status; head's occupation; type of residential tenure; place of birth; age; marital status; number of children; education; annual income category of head of household; what R. would do for town if he was Premier; sex; type of dwelling; interview information; sampling and fieldwork information; socio-economic community information including 1971 census population, 1966 census population, average tax reported income, long and short term social assistance, miles of roads, number of dwellings, water connections and quality, dwellings connected with sewer, garbage disposal, year local council was formed, 1971 local tax revenue, provincial grants to council, total council revenue and expenditure.
